Pantawid Pamilyang Pilipino Program (4Ps)
Pantawid Pamilya is a conditional cash transfer program that provides incentives for poor families to invest in their future by ensuring that mothers and children can avail of healthcare and that children go to school. As such, it is a human development program that invests in the health and education of children.
At the same time, the cash grants will relieve current poverty by providing immediate relief from cash flow problems. Such extra cash received on a bimonthly basis is especially important for poor households that have irregular or seasonal income.
4Ps has its own benefits:
- Health and Nutrition Grant A household receives a total of P6,000 per year or P500 per month intended for health and nutrition needs of the family such as food, medicine, and vitamins.
- Education Every household receives a total of P3,000 per year or P300 per month per child for 10 months a year, to a maximum of 3 children per household.
A household with three qualified children receives a subsidy of P1,400/month during the school months or P15,000 for the whole year for as long as they comply with the conditionalities set by the program. The amount of grants that they would be receiving depends upon their compliance to the conditionalities.
Beneficiaries receive their cash grants through different process of payment such as Over-the-counter (OTC), Offsite, Cash Card, and G-Cash Remit.
Targeting System
The implementation of 4Ps Program follows the 8-step cycle starting from the
4Ps has dual objectives:
* Social Assistance - to provide cash assistance to the poor to relieve the immediate need.
* Social Dvelopment - to break the intergenerational poverty cycle through investment in human capital.
The poorest households in the municipalities are selected through a Proxy-Means Test. This test determines the socio-economic category of the families by looking at certain proxy variables such as ownership of assets, type of housing, education of the household head, livelihood of the family and access to water and sanitation facilities.
Eligible Households
* Households who are classified as poor based on the NHTS-PR at the time of assessment
* Households that have children 0-14 years old or have a pregnant woman at the time of assessment
* Hoeseholds that agree to meet condition specified in the program.
Program Coverage
4Ps operates in 45 provinces covering 255 municipalities and 15 key cities.
At present, 700,000 households are enrolled in the program and are receiving cash grants.
Program Cycle

4) registration and validation of beneficiaries
5) Family Registry preparation
6) initial payment
7) verification of compliance
8) 2nd and succeeding release of cash grants
Pantawid Pamilya is committed towards attaining the five of the eight Millennium Development Goals:
1. Eradicate extreme poverty and hunger,
2. Achieve Universal Primary Education,
3. Promote gender equality and empower women,
4. Reduce child mortality, and
5. Improve maternal health, and to promote Department’s commitment to United Nations’ Convention on the Rights of Children.
This porgram is being implemented to those beneficiaries of the program which are the poorest households as determined by the use of the proxy Means Test (PMT). Eligible households are those that have been found to meet the following criteria:
* Are located in the municipalities and barangays selected for the Pantawid Pamilya program
· * Whose economic The program targets poor families belonging to the top 20 poorest provinces in the country and top 100 poorest municipalities who have children 0-14 years old or a pregnant mother.
DSWD working with to implement this project:
Department of Health (DOH), Municipal Health Office (MHO), the Department of Education
(DepEd), Department of Interior and Local Government (DILG), Municipal Social Welfare Development Office (MSWDO), Provincial Social Welfare Development Office (PSWDO) and the Land Bank of the Philippines (LBP)

TumugonBurahinKabilang ako sa mga RNheals nurses dun sa isang health center and birthing home dun sa San Isidro, Siargao and isa kami sa mga nagcontribute sa 4Ps. Maganda ang Programang ito, but based on my experience, may mga beneficiaries na ang ginagawa ay isinasangla ang kanilang a.t.m to pay for their debts with other beneficiaries or ginagamit nila ang kanilang cash grants sa maling gawain like gambling etc.
